The third most populous country in ASEAN
(93 million inhabitants in 2016), Vietnam is the sixth largest economy in the
region, with a GDP of around 205 billion dollars at the end of December 2016.
The country has experienced a lively economic development over the past 25
years. years, as evidenced by the decline in extreme poverty, from 49.2% in
1992 to 2.8% in 2014. Since 2010, it has been part of the lower-middle-income
countries of the World Bank.
The country is pursuing its international
economic and trade integration. Involved in several new-generation Free Trade
Agreements (FTAs, Vietnamese Regional Economic Partnership, Trans-Pacific
Partnership), Vietnam is also involved in many bilateral agreements (with South
Korea, for example, the leading foreign investor). . A member of ASEAN since
1995, WTO since 2007, Vietnam has also been part of the ASEAN Economic Community
since the end of 2015.
Since 2013, the Vietnamese Government has
initiated a macroeconomic stabilization policy that has helped to consolidate
domestic demand and boost industrial production, resulting in a growth peak (+
6.7%) in 2015 coupled with low inflation (+ 0.6%). In 2016, growth slowed down
(+ 6.2%) due to poor agricultural performance, although offset by continued
industrial activity (+ 7.5%), growth in FDI disbursements (+ 9% ), consumption
(+ 10.2%) and foreign trade (+ 9% for exports). Nevertheless, if inflation
remains moderate (+ 4.8% in 2016), structural deficiencies are still numerous:
the country's foreign exchange reserves are insufficient, the contribution of
the private sector to a dependent economy to public and foreign investments is
minor , the restructuring of public enterprises and the consolidation of the
banking sector are not very advanced, the reform of the State and public
investment is lagging behind (at a time when the size of the public debt is
worrying, at nearly 65% GDP at the end of 2016). For 2017, the Government aims
for growth of 6.8% when the World Bank and the Asian Bank are less optimistic
(forecast at + 6.3%). In the first half of 2017, economic growth reached only
5.7%.
At the end of 2015, France was Vietnam's
third largest bilateral donor in terms of official development assistance
commitments (2.5 billion between 2006 and 2015) and in 2016, among the
countries of the European Union, its fourth largest trading partner (EUR 4.7
billion in exchanges) and second largest supplier (EUR 1.5 billion). The
planned entry into force in 2018 of the EU-Vietnam FTA is expected to
strengthen our economic and trade relations with this country, where more than
300 French companies are located.
