The Philippines is made up of more than
7,000 islands divided into three geographical regions. The Luzon region in the
north of the archipelago includes the metropolitan area of Metro Manila with a population of over 15
million. The country's population is estimated at 102 million, half of whom are
under 25 years of age, have a good level of education and are fluent in
English. The economy of this middle-income country (GDP / capita of US $ 3,000)
shows strong growth over the long term (6.2% average annual growth over
2010-2015), among the most dynamic in Asia, and favorable outlook with a growth
forecast close to 7% by 2020. The activity is driven by the strength of private
consumption (73% of GDP in 2015) largely fueled by the transfer of funds from
Filipino expatriates (about 30 billion USD) , or 10% of GDP). Investment
remains structurally weak and is a bottleneck for the economy. Macroeconomic
fundamentals are strong, with a fiscal balance close to equilibrium, moderate
public debt (35% of GDP) and relative exchange rate stability based on a
current account surplus. Historically under-diversified and agricultural, the
economy has specialized in the production of components and finished products
in the electronics sector, which accounts for 50% of the country's exports. The
service sector (57% of GDP) has been growing rapidly for a decade, with a
favorable global positioning in the outsourcing of services of major
international groups (call centers, Business Process Outsourcing). The
strategic thrusts of the economic policy of President Duterte's administration,
which has been operational since July 2016, are: (i) fostering more inclusive
growth (with a goal of reducing poverty at 13%), (ii) accelerating the pace of
investments in infrastructure; and (iii) improve the business environment and
attractiveness of the country for international investment, which is
structurally very weak compared to other ASEAN countries. These economic priorities
are very much in line with the previous administration of President Aquino
(2010-2016). The new administration's objective of strengthening relations with
China, already the Philippines' leading trading partner, is a challenge for the
development of economic relations with Western countries.
