Economic situation of Mongolia early 2016
Mongolia experienced a rapid economic takeoff in the late 2010s through the development of its natural resources. However, the country has since been heavily affected by falling commodity prices and slowing growth in China. Thus, the growth rate of GDP rose from 17.5% in 2011 to 2.3% in 2015, and is expected to rise to 0.7% in 2016, according to the World Bank. The country is facing a growing balance of payments deficit and a high risk of liquidity in the short term. For the IMF, the solvency of the country would not be a matter of long-term concern: the resources of the subsoil, estimated at 1,000 - 3,000 billion dollars, are a considerable asset; nevertheless, the deterioration of the Mongolian economic situation (debt, balance of payments deficit, difficulties in borrowing) leads to a financial impasse, which could possibly require an IMF program in the coming years.
France ranks as the 9th largest supplier in Mongolia (2nd European country behind Germany and ahead of Poland), while it ranks 12th among its customers in 2015. Mongolia is the 144th largest export market France ranked 177th among suppliers in 2015. The French-Mongolian trade increased four-fold between 2003-2013, from 8.3 million euros to 34.8 million euros. However, the results of our foreign trade are affected by the slowdown in economic activity in Mongolia. In 2015, bilateral Franco-Mongolian trade reached € 18 million (-15.4% compared to last year). Our export market share was 0.6% in 2015, compared with 1% in 2014.
The French presence in Mongolia is supported by around 130 nationals and some 20 French companies. The business support system in Mongolia is becoming stronger and more structured. The General Directorate of the Treasury set up an Economic Service within the French Embassy in Ulaanbaatar in 2012. The French-Mongolian Chamber of Commerce and Industry (CCIFM) was created at the beginning of 2014. Some companies such as Areva and CIS have been in operation for several years, but others such as Engie, Schneider Electric, Egis and JC Decaux have been more recently established. The CCIFM is intended to represent all French commercial interests as well as those of the main Mongolian partner groups of France; to animate and enrich the business flow between our two countries (monthly luncheon around an influential personality, workshops); offer services to companies (participation in exhibitions, organization of individualized missions, buyers meetings, B2B ...). Having no office in Mongolia, Business France China signed with the CCIFM a Convention of good cooperation in March 2016 to support the support of our companies on the Mongolian market.
Foreign Trade Advisors of France (CCEF) are active in Mongolia in the sectors of energy / mining, agriculture / agribusiness, real estate / business intelligence. The CCEF regularly provide support and advice to French business leaders seeking to develop in Mongolia. Finally, the MEDEF International regularly organizes events on Mognolie, such as the 3rd Franco-Mongolian Business Forum which was held on June 12, 2015 on the occasion of President Mongolian Ts's visit to Paris. Note that the French School of Ulaanbaatar, created in 2013 and approved by the Agency for the Teaching of French Abroad, offers an opportunity for schooling to the business community, and that the Alliance Mongolian French plays an active role in training Francophones in the priority sectors of bilateral economic cooperation.
