With
a GDP of about 70 billion USD, a sharp reduction (-20%) since mid-2014 given
the drop in oil prices, and a population of more than 4.5 million inhabitants,
45 of which , 7% of immigrants, the Sultanate of Oman is in the category of
high-income countries of the World Bank with a GDP per capita greater than 17
000 USD (IMF, 2017), itself declining marked in recent years (down 20% from
2014 GDP per capita). This performance masks, however, significant inequalities
between the locals and the expatriate population, mainly consisting of a
low-skilled workforce, mainly from India, Pakistan, Sri Lanka, Bangladesh and
the Philippines. Strongly affected by the fall in oil prices, the Sultanate has
nonetheless made significant progress in economic and social matters since
Sultan Qaboos came to power in 1970, particularly in terms of life expectancy.
, education and infrastructure. As a result of a long-term vision, the
Sultanate has evolved profoundly, from a state of extreme poverty such as it
was in the early 1970s to a very advanced stage of development, while
maintaining a balance between modernity and tradition. The development of the
economy was originally based almost entirely on the exploitation of hydrocarbons,
which today remain at the heart of the growth model. In 2016, the hydrocarbons
(oil and gas) sector represented 59% of exports and nearly 70% of revenues
(IMF) despite a slightly downward trend (it accounted for 84% of exports and
86% of revenues in 2005), reflecting the decline in prices in recent years but
also the diversification and industrialization strategy initiated in 1998 under
the name "Vision 2020". The 9th Five-Year Plan, which covers the
period 2016-20, is supposed to complete the objectives of this project, namely
to promote the growth of the non-oil sectors, to create employment for the
Nationals ("Omanisation") while the Sultanate is experiencing a high
population growth (3.2%), and developing the role of the private sector and SMEs,
calls for a clear acceleration of diversification projects - while the new
technologies used in the field of hydrocarbon exploration and exploitation
guarantee today a stability of the production of the order of 16 years - to
reach the fixed objectives. Five sectors are more specifically targeted today:
the manufacturing industry, tourism, logistics, fishing and the mining sector.
