Abu Dhabi and Dubai,

"Before, there was nothing. In the streets, we walked on the sand. It was a small village. Everything has changed so much ... " sighs Gaby, the Lebanese jewelery store Reem on Hamdan Street, arrived in 1978. Forty years later, the entry into Abu Dhabi by a seven-lane expressway displays, in panoramic vision, two symbols of his power.
Between the ocean and the desert stand a huge oil refinery and the sumptuous and immaculate Grand Mosque Sheikh Zayed, with its 82 domes, four minarets and three million visitors a year.
On the horizon, the cupola of Louvre Abu Dhabi stands out on Saadiyat, the island of five museums, where was to illustrate the finest flower of the world architects. But the drop in oil prices has slowed this race for prestige. Construction sites remain on hold.
130 km away, on the same highway where 4 x 4, cars and trucks drive at full speed, zigzagging from one line to another without warning, Dubai emerges from the heat haze with, in line of sight, the most high world tour, Burj Khalifa (828 meters), surrounded by a forest of extravagant and elegant skyscrapers.
Two world-cities, associated-rivals
Everything is immediately visible to the dazzling success of these two world-cities, associated-rivals of the United Arab Emirates (UAE), built in four decades on sand, become major actresses of the geopolitics and the world economy .
Surgies of the desert thanks to the oil windfall, they erased the trauma of famine in the 1930s, when the "invention" of the Japanese pearl ruined the secular trade of the Arabian Gulf.
The photographs of the time show the destitution, the absence of dwellings and the big emptiness, filled today with delirious constructions which rival of height, daring and architectural feats, ostentatious indices of an excessive wealth.
What makes the strength of these two emirates is also their Achilles heel. These two world cities are composed of 90% of foreigners. Labor from the Indian subcontinent and gray matter from rich countries contribute to local prosperity.
220 nationalities
Some, corvable at will, confiscated passport, are "housed" in "work camps" in the distant periphery; the others stay in comfortable apartments under high surveillance, enjoying a very high standard of living.
The 220 nationalities at work are tolerated only on the condition of praising their work force. Expatriates do not have the right to stay in case of unemployment or at the time of retirement. "We are all passing through", summarizes Jean-Pierre Giraud, consultant in the oil.
Abu Dhabi and Dubai subcontract their insolent prosperity. Everyone can benefit from it, including Indian, Filipino and Pakistani workers who are not at the party on the Pharaonic sites, exposed to the heat of extreme heat, but who earn more than in their countries of origin and donate a share of their nest egg to support their families.
Fortified by this call of air, these two world-cities align breathtaking performances. In forty years, the population has grown from 98% illiterate to 90% literate; life expectancy has increased by twenty years.
"A laboratory of post-modernity"
Everything happened really fast. Too fast ? Within a generation, these hamlets of Bedouin tents have metamorphosed into exponentially expanding urban concentrations. Welcome to the land of records and superlatives!
Palaces and five stars are the basic standard. Driving in Porsche, Ferrari, Maserati with tinted windows remains the benchmark of a social life that is concentrated in shopping centers as far as the eye can see and amusement parks.
In ten years, the highway between Abu Dhabi and Dubai, long asphalt snake in the desert, should be fully urbanized. Already, the 2020 Dubai World Expo, a showcase for innovation, is bringing out of the void an "aerotropolis", a city built around a futuristic airport linked by the Hyperloop, this train propelled at 1,200 km / h in a tube electromagnetic.
Abu Dhabi will be only twelve minutes away from Dubai. And the first flying taxis, of Chinese design, will make their appearance this summer ... "We live here in a laboratory of the post-modernity which seems to want to invent every day a more distant future", enthuses Anne-Sophie Lozano, author of Little Smart Abu Dhabi.

"A haven of peace and tranquility, in the heart of a troubled region"
"At the turn of the century, confirms Frédéric Sicre, investment fund Abraaj, Dubai had only a modest airfield. Today, Dubai Airport, a tourist vacuum, transit hub to Asia and Oceania, continents where affirms a middle class eager for travel and consumption, is the largest in the world. "
A third airport is under construction in Abu Dhabi to spend, with Dubai, 60 million passengers to 125 and target 200 million in 2040 ...
"This is an old-fashioned kingdom, a haven of peace and tranquility, in the heart of a troubled region. The leaders are young and give themselves all the means to go to the end of their ambitions ", underlines, impressed, Mikail Houari, president of Airbus for Africa and the Middle East and president of the UAE section of the foreign trade advisers from France.
A strategic stop for the maritime trade, the port of Dubai, Jebel Ali, flanked by a free zone, is one of the largest in the world. "The emergence of UAE power challenges all academic literature on small nations, their vulnerability, instability and structurally difficult situation , " says Mylène Tisserant, Gulf Specialist at the Delma Institute in Abu Dhabi.
After the manna of black gold
How to explain such a rapid development? Oil, of course, but also the voluntarism of a visionary, Sheikh Zayed Ben Sultan Al Nahyan (1918-2004), revered "Father of the Nation", whose portrait is everywhere, initiator of the Federation of the Arab Emirates united in 1971.
"When the manna of the black gold began to pour on these acres of desert, this Bedouin who had never studied has understood the profit he could draw for" help his brothers "and ensure better days, " recalls Peter Hellyer, writer and historian who has often followed. Especially after the departure of British settlers who left Abu Dhabi without a school or hospital, without roads and infrastructure.
The painting was the same in Dubai, with a more favorable configuration, thanks to its past as an old trading town on the road to India.
Without delay, Sheikh Zayed wanted to equip his people and, in the name of Islam, redistribute wealth to leave no one on the side of the road. He also understood that the numerical weakness of his population would be a handicap.
The desert is never far
Associated with Sheikh Rashid Ben Saeed Al Maktoum, ruler of Dubai, he opened the doors of his emirate to the brains, bankers, investors. "The various oil shocks that have spurred prices have served their purpose. Abu Dhabi and Dubai have created a dynamic of entrepreneurs and creators of all kinds, seeking innovation in all its forms, " says Frédéric Sicre.
In an unstable regional context, the UAE, engaged alongside Saudi Arabia in the war in Yemen, is deploying a "projection army" capable of carrying out external operations alone. "They have an ambitious local defense industry and military bases in the Indian Ocean, Eritrea and soon in Somaliland," says Mylène Tisserant. The arms fair, every two years in Abu Dhabi, is the largest in the Middle East.
Powers of the future or hasty constructions? Opinions diverge between the observation of a solidity which is reinforced and the observation of some cracks. The desert, visible at the end of each avenue, is never far away. Omnipresent, threatening, it infiltrates everywhere.
Civilizations are deadly. Who knows if one day, after the drunkenness of hubris, taking back his rights, he will not swallow these artificial Atlantides under waves of sand.
