Objectives of development cooperation

Some continue to believe that development cooperation is

almost synonymous with financial aid or, more specifically, ODA ("aid

public development ”). Conversely, others are inclined to

broader definition that includes, for example, market flows (i.e.,

foreign direct investments or remittances).

Given its history and its specific potential, cooperation for

development must remain focused on developing countries and

globally recognized development agenda objectives

international. Specifically, she has three major missions (Severino and Ray,

2009; Ocampo, 2015):

1.support and complement the efforts of developing countries

to ensure the establishment of essential social standards and

universal, allowing citizens to exercise their rights

fundamental;

2.promote the convergence of developing countries (in particular

poorer) towards higher levels of income and well-being, and

reduce the deep inequalities that persist at the international level;

3.support the active participation of developing countries in the provision

global public goods.

Criteria for development cooperation

Development cooperation meets the following four criteria:

1. It explicitly aims to support development priorities

national or international.

International public not-for-profit activities are not just about

only development cooperation. Thus, military maneuvers

international organizations or support for the military capabilities of developing countries

require intense international cooperation, but do not fall under

as much of cooperation for development. In order to be able to classify

activities contributing or not to development - gray areas will be

always inevitable - we must refer to the objectives agreed upon

international level, and more particularly those relating to

development, like the Millennium Development Goals

development / sustainable development goals and other agreements

regional or international in this area.

2. She is not looking for profit.

This aspect constitutes the main added value of cooperation for the

development; she does not seek profit or accepts a profit lower than

that of the market, a position that would be unthinkable, or so

different, if the quest for profit was its only motor. It consists of correcting the

dysfunctions and market rules that undermine or hinder

development goals. However, development cooperation

can also help encourage specific for-profit activities

having positive repercussions on development.

Prepare for post-2015 and the Forum for Cooperation

in development in 2016

Given the universal and unified character of the objectives

of sustainable development, it is increasingly

more difficult to distinguish between actions

under international cooperation for

development and, for example, those that are

service of the interests of the planet or of objectives

national. In addition, since the 1990s, the number

and the diversity of actors involved in cooperation for

development have rapidly and significantly

increased, covering a much wider range of

countries and private actors; at the same time, the range

of instruments and resources at the service of

development has been enriched to an unprecedented level

before.

This new deal requires a conceptual framework

allowing these multiple actors and instruments to

continue to voluntarily support the efforts made

by developing countries to develop

inclusive and sustainable development strategies.

This policy brief is based on a study on the

"Development cooperation" for the post

2015 commissioned by the Department of Business

United Nations Economic and Social

view of the Forum for Cooperation in

development. This study was carried out as part of

of a research project carried out by the DESA and funded

by UKAID, and entitled "Development cooperation in a

post-2015 setting ”(Cooperation for the

development in the post-2015 framework). The

views expressed do not necessarily reflect

The objective of this study is to fuel exchanges on

the post-2015 development agenda, in

view in particular of the third Conference

International Development Fund which

will be held from July 13 to 16, 2015 in Addis Ababa,

Ethiopia, and the high-level meeting of the Forum for

development cooperation that will take place
