Since its return to the
People's Republic of China on July 1, 1997, and whose twentieth anniversary was
celebrated on July 1, 2017, in the presence of Chinese President Xi Jinping,
Hong Kong enjoys, like Macao, a special status. of "Special Administrative
Region". As such, Hong Kong has its own constitution, called "Basic
Law", which states that "the capitalist system and way of life of the
territory will remain unchanged for the next fifty years" and thus

In practice, defense and
foreign affairs matters are the exclusive responsibility of the central
government, while all other areas of public action remain the sole

Hong Kong is a full member of the IMF, the WTO, and the Basel Committee, but

An autonomous economic
entity, Hong Kong has an influence that goes well beyond its very modest size
(7.3 million inhabitants for 1100 km²). It played a leading role in taking off
the Chinese economy by relocating all of its manufacturing output in the 1980s.
Even today, it is estimated that Hong Kong's capital controls some 60,000
companies employing more than 10 millions of people in southern China. At the
same time, Hong Kong has evolved into a world-class service center, extending
its traditional role as an interface between mainland China and the rest of the
world in the area of finance and commercial services. For example, about
one-quarter of China's foreign trade with the rest of the world is managed
directly or indirectly by Hong Kong. Similarly, in financial terms, direct
investment into and out of China continues to transit through Hong Kong. More
recently, the development of the off-shore renminbi (RMB) market has enabled
Hong Kong to consolidate its role as a financing center serving mainland China
and as a pilot platform for the internationalization of the Chinese currency.
In 2015, approximately 70% of international transactions denominated in RMB
were made via Hong Kong. This unique role of Hong Kong in financial matters has
recently been strengthened by the establishment of market connection mechanisms
(with Shanghai in 2014 and Shenzhen in 2016) and a connection with the Chinese
bond market (in July 2017).
The large French companies
are for the most part well established in Hong Kong where, thanks to a
particularly welcoming business environment, a large number of French SMEs
continue to set up or to create themselves. Hong Kong is home to one of the
largest French communities in Asia estimated at 20,000 or more. The presence of
French companies in Hong Kong is traditionally strong in the luxury goods,
agribusiness, finance and construction sectors; it is developing in the field
of urban services and, thanks to the "French Tech Hong Kong" launched
in early 2016, in the field of new technologies, benefiting from the efforts
recently undertaken in this area by local authorities.
Given its very advanced
standard of living (GDP per capita of USD 43,500 in 2016), Hong Kong
represents, as such, a significant market (GDP of USD 316 billion in 2016
according to the IMF is the 34th in the world, at a level comparable to that of
Israel, the Philippines, or South Africa), whose interest is further enhanced
by opportunities for cooperation with Mainland China and the rest of Asia.
About half of French exports to Hong Kong are then re-exported to China or

including 43 million Chinese mainlanders who went to Hong Kong, to stock up on

The missions of the Hong
Kong Economic Service include (1) economic and financial analysis and
monitoring, on a macroeconomic and sectoral basis, (2) the animation of
bilateral economic, financial and commercial relations with local authorities,
for the account of the General Directorate of the Treasury or other
administrations, and (3) the monitoring and analysis of international business
development, whether it concerns exports, French investments abroad, foreign
investment in France or participation in major projects. The Economic Service
has direct jurisdiction over Hong Kong and Macao, and in the alternative, over
the rest of Greater China, in connection with the Beijing, Shanghai, Canton and
Taipei Services. It is placed under the double authority of the Consul General
of France in Hong Kong and the Head of the Regional Economic Service of
Beijing.
