For several years, the performance of the
Maldivian economy has surpassed that of other countries in the South Asia
region. With a per capita income of US $ 6792 in 2014, Maldives has the status
of a higher-middle-income country in the World Bank classification. The country
is very dependent on the tertiary sector (mainly driven by tourism) and the
fishery. These sectors account respectively for 82% of the country's economic
activity and 95% of the archipelago's export earnings in 2015. They are only
very weak creators of local jobs, especially among young people where the
unemployment rate the record rate of 25% (double the national unemployment
rate). In the hotel industry, most of the labor force is of foreign origin
(100,000 expatriates plus 20,000 undocumented workers for a total population of
440,000 Maldivians). In addition, the narrowness of its economic base makes the
country particularly vulnerable to external shocks. Reached for almost two
decades by a rapid tourist development, economic growth suddenly slowed to 1.5%
in 2015 (against 6.5% in 2014). The geography of the Maldives - with a
dispersed population in the islands of the archipelago - as well as its high
exposure to climate change reinforce the budget constraints of the country
which has a chronic budget deficit and public over-indebtedness (respectively
8.4% and 73%). , 1% of GDP in 2015) posing a tangible risk of debt crisis. The
fragilities of the external sector also persist in the context of an almost mono-export
economy. However, economic growth should resume positive momentum in 2016,
supported by major public infrastructure investment projects and the creation
of special economic zones as part of the national diversification strategy.
At the bilateral level, the level of
trade between France and the Maldives amounted to EUR 44 million in 2015.
French exports to the Maldives are mainly driven by the local tourism industry
in order to meet the demand of luxury, in terms of agri-food products, wines
& spirits and services for the transport of tourists.
The role of the Colombo Economic Service

financial situation of these two states;
