By creating a financial cycle related to the water cycle at the scale of a watershed, the genius of these institutions is to help the beneficiaries of the same water resource - having legitimate special interests but often contradictory - to realize that they are interdependent and interdependent, and to identify solutions of common interest: the mutualist dimension is combined with the action of the "polluter pays" principle within the French basin institutions. With the original system of basin institutions, the delegation of management of water services, modality of current "public / private" partnership, constitutes the second major characteristic of water management in France; which explains why today the first three groups of public services in the world are French! Although the issue of water is less crucial in France than in many other countries, it is interesting to restore it within the particularly rich heritage of French culture and civilization. This explains why this practice of delegated management has also existed for a long time in Italy, Spain and Portugal, and that it is more easily developed in the countries of Latin culture: Romania, Central America, South America, Philippines, ... or in countries with a Civil Code: Belgium, Holland, Indonesia, Turkey, ... as in the historically francophone countries of Africa or Indochina. Given the originality of its experience, France plays a prominent role in the field of water on the international scene. In many ways, there is indeed a real "French School of Water".
