The new educational organization includes pre-school education, primary education, college education, secondary education and higher education. This restructuring will be based on common core, progressive specialization and bridges at all levels.

Once the generalization of compulsory education is sufficiently advanced, the following linkages and regroupings will be carried out at the pedagogical and administrative levels, thus preschool and primary education will be integrated to constitute a coherent educational base "the primary". 8 years, consisting of two cycles: the basic cycle that will include preschool and the first cycle of primary and the intermediate cycle which will consist of the second cycle of primary.

The following text defines the objectives of the Moroccan system of education and training, which will be concretized and put in place by the reform.

Pre-school and primary education will aim to achieve the following general objectives:
at. to guarantee to all Moroccan children, from the earliest possible age, including by integrating the advanced part of preschool, the maximum of equality of chances of success in their school life and, subsequently in their professional life;
b. to ensure the stimulating environment and pedagogical environment for all:

»The appropriation of the religious, ethical, civic and human values ​​essential to become citizens proud of their identity and their heritage, conscious of their history and socially integrated and active;

»The acquisition of basic knowledge and abilities that develop the learner's autonomy;
»Mastery of notions and methods of reflection, communication, action and adaptation to be useful, productive, able to evolve and continue to learn, during life, in perfect harmony with the environment national and global;
»Learning basic technical, professional, sports and artistic skills directly related to the socio-economic environment of the school.

Pre-school education will be linked to primary education which will be structured in two cycles, as provided in the articles below.

Pre-school education is open to children aged four years to six years. It will have for general purpose, during two years, to facilitate the physical, cognitive and emotional development of the child, the development of his autonomy and his socialization, notably through:

»The development of sensorio-motor skills, spatio-temporal, semiological, imaginative and expressive;
»Initiation to basic religious, ethical and civic values;
exercise in basic practical and artistic activities (drawing, modeling, painting, role playing, singing and music ...)

Preparatory activities for learning to read and write in Arabic, especially through the mastery of oral Arabic, and relying on mother tongues.

The six-year primary school is open to preschool children and, as a transitional measure, to children who have not benefited from it, aged six, and to school children. in the level for which they are qualified. It is structured in two cycles.

The first cycle of the Primary School, lasting two years, has for main objective the consolidation and the extension of the apprenticeships of the preschool, to make acquire to all the Moroccan children, arriving at the age of eight, a common and harmonious base of instruction and socialization, preparing them to pursue, with as much equality of opportunity, their learning at the levels of further education.

In addition to deepening the instruction and socialization processes begun in preschool, this cycle will focus on:

»The acquisition of the basic knowledge and skills of understanding and written and oral expression in Arabic,
»Initiation to the use of a first foreign language,
»Acquisition of the basics of health prevention and environmental protection,
»The development of iconic, graphic and playful abilities,
initiation to notions of order, classification and seriation, particularly through manipulations of concrete objects,
»The appropriation of the rules of life in society and the values ​​of reciprocity, cooperation and solidarity.

The Secondary Cycle of the Primary School, lasting four years, will be open to children from the first cycle of this same school.

The main objectives of this cycle, in addition to what is stipulated in article 65 above, are the advanced development of children's skills and the early development of their abilities, in particular through:
»Deepening and extending the learning acquired in previous cycles, particularly in religious, civic and ethical terms;
»The development of the skills of comprehension and expression, in Arabic, necessary for all disciplinary learning;
»Learning to read, write and express in the first foreign language;
»The development of operational structures of practical intelligence, notably through the application of concrete operations of serialization, classification, numeration, calculation and spatio-temporal orientation, as well as working methods;
»The discovery of basic concepts, concepts, systems and techniques applied to the student's immediate natural, social and cultural environment, including local and regional affairs;
a first introduction to modern technologies of information, communication and interactive creation;
»Introduction to the functional use of a second foreign language, focusing initially on oral and phonetic familiarization.

The end of primary school is sanctioned by a certificate of primary studies.

During the transitional period, during the gradual implementation of this new pedagogical organization for preschool and primary education:

at. children aged 6 and over will enter the first cycle of basic education today;
b. the progression of children with pre-school education will be accelerated after a quarterly observation period. This acceleration can lead to their direct passage to a higher level of this same cycle, according to objective and precise pedagogical conditions;

c. the coordination, modernization and standardization of pre-school education as a whole and the preparation of the integration of four-year-olds into pre-school will be carried out as a new formula as it is implemented. in place.
