PEOPLE WITH SPECIFIC NEEDS IN MOROCCO

 

People with specific needs in Morocco according to data from the General Population and Housing Census

 

Referring to United Nations standards, the HCP considers disabled anyone who is either totally disabled or has great difficulty in at least one of the areas of daily activity (seeing, hearing, walking or climbing stairs, recall or concentrate, take care of yourself, communicate in your usual language).

The prevalence of disability in 2014 is approximately 5.1% of the total population.

Six regions have a higher prevalence of disability than the national average: Oriental, Fès-Meknes, Béni Mellal-Khénifra, Marrakech-Safi, Souss-Massa and Guelmim-Oued Noun.

 

 

According to the approach used by the census, the number of people with disabilities amounted to 1,703,424 people in 2014 (5.1% of the population). The prevalence of disability is relatively higher in rural areas (5.5%: 727,833 people) than in urban areas (4.8%: 975,591 people). There are no significant differences in this prevalence between women (5.1%: 859,965 women) and men (5.0%: 843,459 men).

 

Among the disabled population, just under half (46.5%: 791,264 people) are aged 60 and over, 45.6% (776,778 people) aged 15-59 and 7.9% are aged under age 15 (135,382 people).

 

About 46.5% (791,328 people) of people with disabilities are married, 29% single (493,546 people), 21.6% widowed (367,824 people) and finally, 3% are divorced (50,726 people). By way of comparison, these proportions are respectively 41.2%, 54.5%, 2.9% and 1.5% among people without disabilities.

 

Slightly more than half (59.5%, i.e. 1,013,264 people) of people with disabilities live in households of 5 people or more, 14.2% (242,248) in households of 4 people. Those from 3-person households are around 11.6%, and those from two-person 10.0%. Finally, the disabled living alone represent 4.7% (80,331). Of these, 68.8% are people aged 60 and over and 31.2% are aged 15-59.

 

About 66.5% (1,133,615) of people with disabilities have no education level compared to 35.3% of people without disabilities. This situation mainly concerns women (79.5%) than men (53.4%). Finally, 17.1% reached primary level, 9.8% secondary and 1.5% higher against 28.6%, 25.1% and 6.4% respectively among people without disabilities.

 

It should be noted that more than 8 out of 10 people with disabilities (86.6%) are inactive and only 10.7% are active employed (29.8% among people without disabilities). Their unemployment rate is relatively low, not exceeding 2.7% (5.7% among people without disabilities).

 

The prevalence of disability is higher than the national average in the regions of Oriental (5.9%: 136,791 people), Fès-Meknes (5.4%: 229,590), Béni Mellal-Khénifra (5.4 %: 136,143 people), Marrakech-Safi, Souss-Massa and Guelmim-Oued Noun (5.2% each: respectively, 235,496, 136,936 and 21,474 people). On the other hand, it is lower than the national average in the regions of greater Casablanca-Settat (4.7%: 320,244 people), Rabat-Salé-Kénitra (4.6%: 209,697 people), Laayoune-Sakia El Hamra (3 , 4%: 11,464 people) and finally the region of Eddakhla-Oued Eddahab (2.4%: 2,786 people).

 

By province, Driouch records the highest prevalence with 8.2% (17,215 people), followed by Tata with 7.5% (8,618 people), Tiznit with 7.4% (15,130 people), Sidi Ifni with 7.0 % (8,097 people), Berkane with 6.9% (19,906 people) and then Ouezzane with 6.8% (20,194 people). On the other hand, the provinces which record the lowest prevalence are: Tan-Tan with 3.5% (2,997 people), followed by Laâyoune with 3.4% (7,922 people), Boujdour with 2.7% (1,219 people), then Aousserd with 2.5% (60 people) and finally Oued Ed-Dahab with 2.4% (2,726 people).

 

By municipality, we see that it is within the Oriental region that the majority of municipalities (68.5%, 85 municipalities) register a prevalence higher than the national average (5.1%), followed by Souss-Massa region (66.9%, 117 municipalities), then the Fès-Meknes region (65.3%, 130 municipalities) and the Béni Mellal-Khénifra region (61.5%, 83 municipalities). On the other hand, the regions where the majority of municipalities record a prevalence of less than 5.1% are: The region of Eddakhla-Oued Eddhab (100%, 9 municipalities), followed by the region of Laâyoune-Sakia El Hamra (80, 0%, 16 municipalities), then the region of Grand Casablanca-Settat (66.1%, 111 municipalities) and the region of Rabat-Salé-Kénitra (62.3%, 76 municipalities).
